God an amphicar would be funny. Especially because there is a bridge toll between here and NJ. Imagine the obvious: getting in the amphicar, driving across the river, and skipping out on the toll.

Holy shit... I came here to nay-say all that because of launching fees, but the city of Philadelphia has 3 free boat ramps. On the Camden side it's a little tougher... but it looks like the Delair boat ramp has an annual permit sticker for $15.
P.S. you'd almost definitely still need to register the boat, I'd recommend PA... IIRC it's crazy cheap ($40 for 16ft~20ft craft, although there's probably an initial fee to get your PA# in the first place).
P.S. whether or not you have to (it will probably depend on your birth year) PLEASE get one of those online boaters license and write about it. The process is so ridiculously easy that it needs mocked.

It's actually very easy. The amount of very well documented information out there for boaters rivals the RV crowd. In fact I think the map I found was published by the state of NJ.
